用绿色产业大循环的思路推进林浆纸一体化建设

Promote the paper-pulp-forestry integration construction by the idea of friendly general circulation of industry

当前,我国林浆纸一体化的发展仍然存在欠平衡、造纸原料林基地建设有滞障、林纸资源配置存误区的矛盾和问题。建议,一要升级发展方式,加快木浆造纸的产业龙头建设;二要坚持效能为本,扎实推进纸浆原料林基地建设;三要提高资源配置水平,用市场化主导资源配置。

Paper-pulp-forestry integration is the passing on and development of traditional paper industry, the vivid practice of following the scientific approach of development and the important step of forestry＇s friendly general circulation. At present, with the optimization of the state policies, both paper and forestry industries are sharing the privilege brought by the policies. But there are still some problems, such as uneven development of paper-pulp-forestry integration projects, handicaps existing in the construction of raw material base, contradiction and question of resources allocation. Some suggestions were put forward, such as updating the development ways to promote the construction of champions of wood paperrnaking industry, push the construction of raw material base by efficiency-based and improve the level of resources allocation leading by market.
