公路交通可持续发展评价指标体系研究

Research on Evaluation Index System of Highway Transportation Sustainable Development

根据公路交通可持续发展的特点,确定评价指标体系建立流程,明确评价的目的和内容,并基于科学性、可操作性、定性指标与定量指标相结合、动态性原则,筛选公路交通可持续发展的相关因素,从公路交通系统可持续发展水平、经济效果、社会效果、资源消耗、环境影响和发展能力6个方面,建立了评价指标体系;采用正指标、逆指标和适用指标原则对评价指标进行量纲一化,提出了基于层次分析法(AHP)模型的综合评价方法,最后以江西省为实例进行了研究。结果表明:所提出的评价体系和模型反映了公路交通可持续发展的内涵,对区域公路交通可持续发展评价具有一定的借鉴作用。

According to the characteristics of highway transportation sustainable development, authors confirmed the construction process of evaluation index system, and defined the purpose and contents of the evaluation. Based on scientific tenability, feasibility, dynamic tenability, principles of combination of qualitative and quantitative indexes, authors screened the related factors of highway transportation sustainable development, and established the evaluation index system of highway transportation sustainable development from development level, economic effect, social effect, resource degradation, environmental influence and development ability. Authors nondimensionalized the evaluation indexes by way of direct index, inverse index and suitable index principles, and proposed the evaluation index system of highway transportation sustainable development based on analytic hierarchy process （AHP） model. At last, this evaluation system was applied to evaluation of the highway transportation of Jiangxi Province. The results indicate that the evaluation index system and model explore the connotation of highway transportation sustainable development and provide the reference for regional highway transportation S ustainable development.
