摘要
探讨构建全面质量与成本管理（ＴＱＣＭ）的必要性和可能性，并指出如何构建ＴＱＣＭ．
In this paper,the necessity and possibility of establishing Total Quality and Cost Management (TQCM) are discussed.Finally,we point out the way how t establish TQCM.
