新时期信访工作的困境及其化解

当前,信访工作出现信访总量下降,但越级上访、进京上访数量仍大幅增加,群体性上访、重复上访和无序信访问题日益凸显的新特点。这致使信访工作面临着新的困境。因此,应实现信访功能的回归,不应再是带有浓重"人治"色彩的纠纷解决机制,而应成为法治前提下民众参政议政、与政府进行有效沟通的途径。同时在细化信访工作程序,严格界定信访范围的基础上,还应健全协调机制,以化解信访工作中的权力冲突。信访只有成为向上监督政府及其工作人员,向下普法民众的纽带,才能步入法制化的轨道,化解所面临的困境。

The characteristics of the public access work has been emerged, such as the decrease of totals in public access work, but the amount of the leapfrog petition and appealing in Beijing has a dramatic upsurge. The issues of collective, repetitive and disorder appeals become increasing obvious and serious. The new situation makes the public access work more difficult. The public access work need to shift its role from a dispute settlement with rule of man to an effective way for people communicating with government, improve working procedures, formulate a long-term coordination mechanisms so as to dissolve the power conflicts.
