京津城际铁路是我国第一条客运专线意义上的城际高速铁路,是国际范围内先进科技的孵化器。它是我国工业化和城市化发展到一定阶段的产物,是都市带和经济圈发展的结果。京津城际体现出的引进消化吸收再创新的技术创新模式,是在特定条件下的较优选择。构建"四部门四层次动态技术创新模型分析框架",认为京津城际技术创新体现在基础设施层、移动设备层、运营组织层和体制政策层四个层面,通过政府、国内市场、科研机构和国外市场四部门的混成互动,缩短了我国铁路技术创新时间,降低了关键核心技术创新成本。各种经济学理论分析表明,京津城际技术创新既是科技创新的典型,更是制度创新的范例。

Beijing-Tianjin intercity rail is the first intercity highspeed one in terms of passenger-dedicated line and the incubator of the most advanced technology in the world.It also is the product of industrialization and urbanization as well as development of metropolis and economic circle.The technical innovation mode of re-innovation through introduction and absorption of Beijing-Tianjin intercity rail is a good choice in a certain situation.The article constructs the analytical framework of dynamic technical innovation time and cost has been reduced. Various economical theories show that the technological innovation of Beijing-Tianjin intercity rail is not only a good example of technological innovation, but also a good example of institutional innovation.
