农民参与是实现农村环境有效管理的重要途径

Farmer’s Participation Is an Important Approach to Realization Efficient Management of Rural Environment

本文在指出我国农村环境问题现状的基础上,从信息、产权、法律、机构设置方面,分析了我国政府主导型的环境管理模式存在的局限性;介绍了农民参与农村环境管理的起源与我国的现状和特点;提出了农民参与农村环境管理的理性化、多样化、有序化、组织化的构想。

This paper first point out the current situation of rural environment problem in China, then it analyzes the limitations on management mode lead by our government, from information, property right, law and institution. It also introduces the origin for farmer＇s participation of rural environment management as well as the situation and characteristics of our country. At last, this paper puts forward a rational, diverse, ordered and systematic conception about farmer＇s participation of rural environment management.
