农村城镇化建设中的乡镇政府社会保障职能研究

Study on Township Governments' Social Security Function in the Course of the Rural Urbanization Construction

农村城镇化建设是事关国家政治、经济、社会发展全局的重大战略问题。分析了农村城镇化进程中完善农村社会保障的必然性、农村社会保障现状及政府主导责任缺失,指出强化乡镇政府社会保障职能、发挥政府的主导作用,是加快农村城镇化建设的重要途径,惟如此才能真正实现全社会的和谐发展。

The Rural Urbanization Construction is a major strategic issue that relates to the national politics,economy,and the overall situation of the social development.This paper analyzes the inevitability of improving the Rural Social Security System,the status quo of the social security and the deletion of the governments＇ leading responsibility in the course of the Rural Urbanization,and also points out that strengthening the Township governments＇security function and playing the leading role of the governments are the main approaches to accelerate the Rural Urbanization Construction.Only in this way can we realize the harmonious development of the whole society completely.
