目前,"一稿多投"已成为多数作者采用的投稿方式,引起众多争议。对此,有必要从法律和学术期刊发展的角度正确认识"一稿多投"现象,认可作者合法、合理的"一稿多投"行为,对少数作者以"一稿多发"为目的的、变相的"一稿多投"应认定为学术不端行为并予以谴责。期刊社要通过与作者签订合约的方式,从法律上避免"一稿多发"现象的发生。学术期刊编辑部要优化工作环节,促进稿件流通,通过合理竞争达到共同发展的目的。
