Leaders and civil servants, as the socialist modernization drive organizers, promoters and practitioners, the scientific quality of the party and the state of the work and career have a decisive role in the development. This paper discusses China＇s leaders and civil servants, the scientific quality of the group and problems of the status quo and put forward to improve and en- hance the leading cadres and civil servants, the scientific quality of the group＇s legislative proposals.
