社会稳定是城乡统筹发展的重要前提和必要条件,而转型时期也将是社会矛盾的凸显高发期,有效开展社会治安综合治理将是维护社会稳定最为有效的制度方式。本文立足于重庆的具体实际,对社会治安综合治理方式进行探讨,提出创建平安新机制、预警新机制、维权新机制等具体建议,以期完善该项制度,增强其维护社会稳定的效能。
