科技特派员制度是在农村科技体制不完善、"三农"问题突出的情况下采取的有效举措。温州科技特派员制度实施仍存在对工作性质认识不清、组织运行体系不完善、项目运行遭遇困境及投入经费不足等问题。构建科技特派员制度长效机制,必须完善市场机制、联动机制、投入机制和管理机制,突出重点,弱化政府行为。
