The Exploration for National Social Security Rights and Interests Carried by the Party and Government since the Founding of PRC

建国以来,党和政府根据不同时期国民经济和社会发展计划,为国民的社会保障权益制定了发展规划并组织实施。从新中国成立到改革开放前,为城镇居民逐步建立起由国家财政支持、以就业单位为依托的保障制度。改革开放以来,开始探索建立与市场经济体制相适应的国民社会保障基本框架,主要包括面向劳动者以解决其基本生活的各项社会保险制度、面向贫困或低收入阶层以解决贫困或不幸社会成员生存危机的各种社会救助制度以及为不断改善和提高国民生活质量的各种社会福利制度。

Since the founding of PRC,the Party and government developed the plan and organized the implementation for the national social security rights and interests, according to the different periods of national economic and social development plan. From the establishment of the PRC to the reform and opening up, the Party and government have gradually set up the social security for the urban residents, which is supported by the State financial and relied on employment units. Since the reform and opening up, adapting to the system of market economy, they began to explore and construct the basic framework of the social security, including social insurance system for workers to guarantee a basic standard of living;a variety of social relief systems for poverty or low-income groups to settle their surviving crisis as well as kinds of social welfare systems to improve and enhance the quality of life of all citizens.
