论联合国安理会否决权的改革之路

The Reform of the Veto Power of the UN Security Council

否决权是安理会常任理事国的一项特权,它体现了一国特殊的国际政治地位,在其诞生之初就遭到过广大中小国家的反对。在联合国改革的大背景下,否决权本身也需要改革,可以从设置对否决权的制衡制度、强化"集体否决权"的作用、扩大安理会、加强联大的权力等四个方面进行。

The veto is a privilege of the UN Security Council. It is the expression of a country~ special status in international politics, and from the early days of its birth has been widely opposed by many nations. So in the broader context of reform, of the United Nations, the veto power itself needs to be reformed. In this paper, we start with ＂background＂ and ＂evil deeds＂ of the veto, then summarize the policy directions put forward by different nations in the past 60 years. At last, some ways of reform different from the past, will be envisaged, wishing to provide a useful reference to the reform of the Security Council veto power in theory and practice fields.
