In recent years, enterprises escape the social pension insurance frequently. The paper analyzes reasons belind enterprises＇ behavior, from the aspects of institutional environment, controlling of implentation institutions the peasant workers＇ willingness to take the insurance. It also puts forward the suggestions that we should speed up the legislation, enhance the praticability of system, improving the insurance＇s connection measures, enhancing the society supervising.
