主要研究了在WTO机制下,贸易造成的环境损害如何由国家承担国家责任,进而承担国际赔偿责任,即如何最大限度地将一国国库作为损害赔偿的资金保证,使受害方得到充分赔偿,最终使受损的环境得到有效的恢复,同时促使国家机构充分履行其职能,对贸易环境损害的发生起到一定预防作用。

This paper mainly researches how the nations undertake the due obligations and then undertake international liability for compensation of trading environment damage under WTO system. That is how to put a nation s treasury as a fund for damage compensation in maximum, making aggrieved party to get full compensation and restore the damaged environment effectively, and promote government to perform its duty, which plays a preventive role in the occurrence of environmental damage of trade.
