Connotation and historical process of making overall consideration

"统筹兼顾"的内涵及其地位经历了三次演变和提升。在新民主主义革命时期,"统筹兼顾"主要是指公私兼顾,劳资两利,城乡互助,内外交流的经济政策;从1950年开始,"统筹兼顾"的内涵突破了经济政策的限制,提升为经济指导方针;在社会主义改造完成之后,"统筹兼顾"开始提升到方法论的高度,成为处理不同利益主体之间关系的重要方法。改革开放以来,"统筹兼顾"又从处理人与人之间的关系,开始拓展到处理人与自然、人与社会的关系,并进而成为处理社会主义政治建设、经济建设、文化建设和社会建设四位一体的根本方法论原则。

The connotation and the status of making overall consideration have been evolved over three stages. In New Democratic Revolution Period, it only refers to an economic policy, which means giving concurrent consideration both to public interest and to private one, benefiting both labor and capital, making cooperation between urban and rural areas, and exchanging goods with foreign countries. In 1950, it is promoted to be the guideline for national economic construction. After our success in socialist transformation, it is regarded to be a methodology and becomes an important method of dealing with different stakeholders. Since the national reform and opening-up, it expands to address the relationships between human and nature, human and society. Today it becomes a fundamental methodological principle of political construction, economic construction, culture construction and society construction.
