摘要
以陕西省新农村建设示范村村官(支部书记或村委会主任)调查数据为基础,对现阶段村官素质以及对其培训后的效果进行分析研究,探讨并提出培育新型村官的有效措施:更新观念,提高认识,促进农村工作健康有序发展;调整和优化村级干部结构,促进农村干部队伍年轻化建设;健全和完善培训机制,增强培训效果;实行村官任期制,适时调整和交流,增强领导班子的整体功能。
Based the survey data of model village leaders, namely directors of villagers' committees or secretaries of CPC branch committees, in building new countryside in Shaanxi Province, analysis is made of their qualities as well as the effectiveness of the training they have attended. Then some measures are put forward, such as to update their concepts, raise awareness, promote healthy and orderly development of rural work;adjust and optimize the structure of village-level leaders,and promote the rejuvenation of the rural leadership; improve and perfect the training mechanisms ,and enhance training results ;implement village leaders' tenure system ,timely adjustments and exchanges, and enhance the overall function of the leadership.
