基于层次与阶段协同的海上交通风险管理模式

Synergic mode for marine traffic risk management based on level and period synergic modes

为确保船舶运输安全和海上交通安全,在分析海上交通风险管理中危险源识别、风险评估、预警预控、应急响应以及持续改进等相关内容的基础上,对海事安全监管人员中的管理级、操作级和支持级3个层次及事故发生前、中、后3个阶段协同管理模式进行研究,提出基于层次与阶段协同的海上交通风险管理模式.该模式可为建立海上交通风险动态管理综合系统提供参考.

In order to ensure the safety of ship transportation and marine traffic, on basis of analyzing identification of risk resources, risk assessment, early warning ＆ control, emergency response and sustained improvement, a mode for marine traffic risk management based on levels and periods synergy is proposed in accordance with the researching of three levels （management, operation and support） of marine security supervising administrators and three periods （before, middle and after） of marine accidents. This mode may be a reference to establish a synthetical system with dynamic risk management for marine traffic risk management.
