回顾了临港新城规划发展的轨迹,从总体规划、近期建设规划、分区规划、控制性详细规划到交通市政专项规划,形成了完整的规划编制体系;总结了规划编制经验,充分发挥上位规划的指导作用,重视产业发展研究与城市空间规划的融合,建立规划信息平台,开展规划实施评估,提高了规划编制和管理水平;根据科学发展的理念,提出了临港新城服务上海国际航运中心建设,率先实现经济产业发展方式的转变和提升,探索土地规划和城乡规划的"两规合一"等规划建议。

The article reviews the development track of Lingang New City planning. The planning system is established, which includes the master plan, the immediate plan, the distract plan, the regulatory plan, and the traffic and infrastructure plan. The article concludes the planning experience. With the guidance of upper plan, the amalgamation of the industry development research and city space planning is concentrated on; planning information system and the evaluation of planning implement are established; planning level and city management level are improved. According to the idea of scientific developing, Lingang New City serves Shanghai international shipping center establishment, and takes the lead in realizing the transformation and improvement of economics and industry developing style. And planning suggestion, such as amalgamation of land plan and city plan, is explored.
