On the Peking Military and Political Executive Office and the Historical Issues Concerned

民国初年,袁世凯为镇压异己势力,在京城设立京畿军政执法处,处长陆建章大搞白色恐怖。尽管对于有些重要案件,袁世凯及其属下仍要有所权衡。为加强该机构的军事威慑,袁世凯还让陆氏编成京卫军。1914年春,陆建章将京卫军主力改编成正规陆军,出京镇压白朗起义,处长遗缺由雷震春充任。袁世凯死后,掌握北京政府实权的段祺瑞将京畿军政执法处取消。

In 1912, Yuan Shikai set up the Peking military and political executive office for suppressing his enemies in Peking, where Lu Jianzhang took white terror frenziedly, However Yuan and his subordinate had to think over some important cases. Lu Jianzhang founded Peking Garrison by order of Yuan Shikai, and reorganized its main force as a regular army in the spring of 1914. After Yuan Shikai died, Duan Qirui who controlled the central government dissolved the Peking military and political executive office.
