高校信息公开背景下档案管理新论

New Discussion on Archive Administration under the Background of the Publicity of University Information

高校信息公开,是政府信息公开在教育领域中的延伸。高校信息公开工作给高校档案管理带来了机遇,也带来了挑战。目前高校档案管理中存在:归档意识差,材料收集不全;资金不足,设备落后;处理保密和开放的矛盾上认识模糊;档案工作人员专业知识匮乏等问题,这些问题已成为影响高校信息公开工作开展的桎梏。为了高校信息公开工作顺利进行,各高校档案馆必须采取加强档案材料收集归档工作,加快信息化建设步伐,处理好档案信息公开与保密的关系,采取多种形式增强档案管理人员素质等应对策略。

The publicity of university information is the extending of the publicity of government information in education area. The work of the publicity of university information brings both chances and challenges to the administration of university archives. In present university archive administration, there exist the problems of the unconsciousness of filling, incompleteness of material collection; the lack of fund, the lagging of equipments＇ fuzzy understanding of the contradiction between the management of secrecy and publicity; and archive workers＇ lack of professional knowledge. These problems have become the shackles of the publicity work of u- niversity information. To let the work done smoothly, the archive establishments must take some countermeasures to strengthen the collecting and filing work of archive materials, speed up the steps of informatization, well deal with the relationship between the secrecy and publicity of archive information, and use various forms to improve the qualities of archive administers.
