全球化时代,社会经济形势日益复杂多变,计划与市场相结合的基本公共服务均等化调控机制遇到了极大的挑战。治理理论视域下的治理机制是一种网络协调机制,它遵循的是谈判的逻辑,对于协调政府、市场和社会的关系有其自身的优越性。但是治理机制作用的发挥离不开政府治理角色的转变及各种治理条件的完备,因此,要实现我国基本公共服务的均等化,治理机制运作基础的构建应是当务之急。
