公平分配:构建和谐社会的基石

Equitable distribution:the cornerstone of building a harmonious society

社会主义的本质是实现共同富裕,和谐社会的主题是维护社会公平。当前我国城乡之间、地区之间、不同所有制和行业之间的收入差距持续扩大,不利于这两大目标的实现。党的十七大报告指出,初次分配领域和再分配领域都要处理好效率与公平的关系问题。因此,必须及时调整收入分配政策,将社会公平作为社会发展的首要目标,大力缩小收入差距。

Common prosperity is the essence of socialism. The theme of the harmonious society is to safeguard social equity. At present, the income gap in China between urban and rural areas, different regions, different ownerships, different industries is expanding continually. It is harmful for the reali- zation of common prosperity and social harmony. It is pointed that it is necessary to properly handle the relationship between efficiency and fairness in the initial distribution and redistribution fields in the re- port of the seventeenth congress of CPC. Therefore, we must adjust the income policies timely. During this process, social equity which is the primary objectives of social development must be realized and the income gap must be narrowed.
