IUU捕捞问题之经济学透视

An economic perspective of IUU fishing

目前,世界范围内的IUU捕捞问题严重,产生了许多不良影响。尽管导致IUU捕捞出现的原因很多,但是很重要的一个原因是由于IUU捕捞存在潜在的巨大经济利益。基于此,本文从经济学角度,探讨了IUU捕捞问题的原因,并分析了IUU捕捞问题的根源及其成本和收益,提出了应对日益增长的IUU捕捞行为的经济措施。

At present, the IUU fishing is a very serious issue in the world and has brought a lot of negative impacts. Though there are many reasons resulting in the occurrences of the IUU fishing, the extremely important reason is that the IUU fishing has great potential of economic benefits. Therefore, the paper explores the reasons of IUU fishing from the economic perspectives, and analyzes the benefits and costs of IUU fishing. Finally, the paper develops some economic measures to deal with the increasing behaviors of IUU fishing.
