常见水产品安全指标在相关标准间的矛盾分析

The analysis of the contradictions of the common safety index among related standards about aquatic products

水产品质量安全标准作为强制性标准,是评价水产品质量安全状况的标尺。本文通过对比分析常用国家标准、行业标准、地方标准以及欧盟、美国、日本等国家与地区的标准和相关文献,认为在目前我国水产品质量安全标准体系中,既存在着各种国内标准之间指标设置或指标含量等方面的矛盾与交叉,又存在着国内标准与先进国家和地区的标准接轨度较差等问题。针对问题,笔者提出了完善我国水产品质量安全标准体系的建议:开展标准清理,消除标准间交叉与矛盾现象,加强标准制定的前期研究,提高标准的科学性。

The aquatic products quality and safety standards, as mandatory standards, is a ruler to evaluate the quality and safety of the state of aquatic. In this paper, by making comparative analysis of common national standards, vocation standards, local standards, as well as the standards of the European Union, the United States, Japan and other countries and related literature, we found that at the present time China＇s aquatic product quality and safety standard system, not only the existence of contradictions and cross such as index set or index contents among the domestic standards, but also the existence of huge diversity between the domestic standards and the standard of the advanced countries and regions. Response to questions, we make recommendations to improve the standards system of the China＇s aquatic products quality and safety, to eliminate contradictions that among the standards, to strengthen the preliminary research for formulating standards, to improve the scientificity of the standard.
