在调查研究基础上,针对相关管理不力,公众节能意识淡薄,技术人员匮乏且素质较低,照明节能产品市场混乱,对产品的生产、销售、使用过程缺乏有力监督等现状,提出制定强制性照明节能法规,抓住照明节能设计、设备采购使用、施工过程监管等环节,同时加强民众节能意识教育,启动相关人才的培养等措施,提高建筑节能照明水平。

Based on investigation and research, the building lighting status is relevant ineffective management, weak energy saving awareness among the public, lack of technical staff and low quality, the recruitment of market confusion in the energy saving products, further more the lack of effective supervision for the production, sale, use. The paper puts forward the development of mandatory lighting energy saving regulation, seizing the lighting energy saving design, procurement of equipment use, and other regulatory aspects of the construction process, meanwhile strengthening the public awareness education of energy conservation, starting the training of relevant measures. All these can improve the level of building energy-saving lighting.
