摘要
在对国内外生态城市(园区)案例进行搜集和整理的基础上,总结了生态城市建设的基本框架,即战略规划—开发机制—资源配置"三位一体"的推进机制。其中,战略规划居于核心地位,决定了城市建设的生态目标、实施步骤、实施内容以及具体的项目安排,开发机制决定了建设生态城市的具体组织架构,资源配置方式则是建设生态城市的重要抓手。
Based on the case studies of inner and international cities, this paper develops the basic frame of strategy, mechanism and resources allocation for coo-city. In three dimensions, strategy is a center which decides the ecological object, each phase and the effective projects. Mechanism determined the organizational form. Resource allocation also is a vital respect.
