In order to prevent the global economic crisis from being an employment crisis in Hunan Province under the adverse external conditions and face the challenges posed hy financial crisis on the economy in Hunan, we shoutd put the issue of employment in the first place and combine the stability of employment with the expansion of employment and the long-term policies with the short-term policies.
