摘要 分析了快速发展城市的电网规划所面临的新问题,包括:负荷密度迅速增加,中心城区负荷密度过高,高压输变电设施需深入市区;用地矛盾突出且成本上升迅速;电网规划建设的周期被拉长等。针对上述问题,提出了电网组团式发展战略和以网带点的规划指导思想。在城市电网中增加组团虚拟层次,将电网划分为若干组团,组团内部紧密联系,组团间通过高电压等级互联,可有效控制短路容量,提高电网运行灵活性,降低电网建设成本。提出"以网带点"的规划思想,优先规划输电廊带,根据输电廊带进行变电站选址,可较大幅度提高电网规划的可行性和经济性。该文所提出的方法在中山供电局得到了实际应用。 Several new problems of power grid planning for rapidly growing cities, which the planners have to face with, are analyzed, including rapid increase of load density, too high load density in central area of the city, high voltage transmission and transformation equipments having to be configured in the urban districts, shortage of land supply and ever-increasing land price, prolonged power network planning and construction cycles, and so on. To solve these problems the group based development strategy and the substation-following-network based guiding ideology are proposed. The content of group based development strategy is that in big cities a new virtual level named group is inserted, the urban power grid is divided into several groups which are interconnected by high voltage class, meanwhile there is close link inside the group, thus the short-circuit capacity can be effectively controlled, the grid operation flexibility can be improved and the power grid construction cost can also be reduced. According to the proposed substation-following- network based guiding ideology, the first priority is given to the transmission corridors planning, based on the planned corridors the site selection of substations is performed, thus the feasibility and economy of power grid planning for rapidly growing cities can be greatly improved. The proposed development strategy and guiding ideology are actually applied to the Zhongshan power supply bureau in Guangdong province, China.
