完善农村公共产品供给模式的思考

我国农村经济长期处于弱势地位,而农村公共产品供给问题更是成为制约农村发展、影响社会主义新农村建设的一个瓶颈。我国农村公共产品供给中存在基础设施供给不足和缺乏有利于可持续发展的公共产品等问题。农村公共产品供给制度存在缺陷的具体原因在于供给主体单一、结构失衡、筹资机制不合理等。完善农村公共产品供给可以从以下几方面入手:建立城乡统筹的公共产品供给制度、转变农村公共产品供给需求表达机制、引入市场机制、建立第三部门供给模式等。

In China, the rural economy has been in a weak position for a long time. The rural public product supply becomes a bottleneck to rural development and the building of New Socialist Countryside. The actuality of the rural public products include the lack of the basic establishment supply and the public products for continual development. The reasons of limitations of the rural public products supply are the singleness of the main body, the imbalance of the structure and the inconsequence of the financing mechanism. The measurements of improving the supply of rural public products are establishing uniform public products＇ supply system in urban and rural, changing the demand expression mechanism of the rural public products＇ supply, introducing the market mechanism and building the mode of the third department＇ supply.
