我国保安服务业进入管制的成本收益分析

对保安服务业实施合理的进入管制,有利于打破其画地为牢的垄断经营格局、协助公安机关维护社会治安秩序的稳定、减少保安服务业的生产运营成本及提高资源配置效率,但同时也会耗费一定的管制成本。从成本收益分析的角度而言,在保安服务业发展初期,可以忽略一些管制成本,对其实行严格的进入管制,以实现社会效益的最大化。但是,随着保安服务市场的日趋完善和人们对安全需求的增多,应该适当放松进入管制,以减少进入管制所带来的各种成本。
