乡镇安全监管体系建立及其绩效评估方法探索

Exploration into the Establishment of Township Safety Supervision System and Its Performance Evaluation

在对比分析国内外的基层安全监督管理的基础上,结合我国乡镇基层安全监督管理现状,提出建立以乡镇安全生产监督管理机构、企业、中介机构的三角关系联合监管为主,群众监督管理为辅的乡镇基层安全监督管理体系;指出监管体系中安全生产信息流动及建立企业安全生产信息库的重要性;对乡镇基层安全监督管理体系中各组成部分的工作进行规范,明确监督管理工作应当多样化、科学化及人性化;建立安监机构工作绩效评价指标体系及评价方法。该体系和评估方法的建立和实施,旨在进一步提高安监工作绩效,对乡镇基层安全监督管理工作有着一定的指导和参考作用。

On the basis of the comparative analysis of basic safety supervision at home and abroad, and with consideration on China＇s township safety supervision situation, a township safety supervision system with the joint supervision of government, enterprise and intermediary organization as the main and mass surveillance as the complement, is set up. Then, the importance to establish enterprise work safety infor- mation database and to strengthen the flow of work safety information is emphasized, the work involved in the safety supervision system is instructed, and the variation, scientizing and humanism in safety supervision are pointed out. Finally, the performance evaluation index system for supervision organization and its evaluation method is proposed. This study can offer reference and enlightenment for the construction and improvement of the supervision.
