科学发展观是转变经济发展方式的思想保证。小农经济的生产结构决定着中国农村合作的"他组织"特性。中山市委、市政府应在科学发展观的指导下,在农民专业合作组织建立和发展的战略、策略及措施三个层面上继续解放思想,为合作组织提供良好的软、硬环境,并且建立长效的保障机制。

The scientific concept of development is ideological guarantee for changing the way of economic development . The production of small-scale peasant economy determines ＂ netero organl - zation＂ as characteristics of constructure of China＇s rural cooperative organization. Under the guidance of the scientific concept of development , Zhongshan municipal Party Committee and government should keep emancipating the mind, providing a good software and hardware environment for co-op organization and establishing long-term efective protection mechanism for the Farmer Specialized Coop Organization at level of strategy, policy and measures.
