加价倒卖火车票是一种常见的扰乱铁路运营秩序的行为,每年春节、"黄金周"以及学校寒暑假期间都会活跃起来,而且出现了"屡打不散""屡打不完"的现象。倒卖火车票的行为就像"臭豆腐"",闻着臭、吃着香",有一定市场。有效解决"一票难求"的问题,除了要加快铁路基本建设外,还要坚持以打击为主的方针,建立公开透明的售票工作机制,铁路检察机关要加强对这类案件侦查活动的监督,贯彻宽严相济的刑事司法政策,加强综合治理,为建立良好铁路运营环境创造条件。

Reselling railway tickets on higher price is a common crime, especially during the Spring Festival, ＂Golden week＂ holidays and winter and summer vacations. Although many measures have been taken, the act of reselling tickets is always repeated. Because of the mismatch between supply and demand for railway transportation, many scalpers risk in committing the crime. To solve the problem of hard-to-get tickets, the key issue is to speed up building of rail infrastructure. Striking down crimes severely ranks first in preventing the scalpers from reselling tickets. Besides, an open and apparent mechanism of selling tickets should be established. At the same time, in order to create a good railway operating environment, procuratorial organs are supposed to strengthen supervision on detection activities and carry out criminal justice policy of temper justice with mercy.
