林权制度改革背景下的广西政策性森林保险发展研究

Research on the Development of Policy Oriented Forest Insurance under the Background of the Reform of Guangxi Forest Right System

森林保险是一项重要的林业风险保障机制,对支持林权制度改革、推动林业产业发展具有重要意义。广西森林保险发展滞后,借鉴森林保险较为发达省市的试点经验,推进广西政策性森林保险加快发展具有必要性和可行性。发挥政府主导作用,加大政策支持力度,加强森林保险产品研发和经营管理,是推动广西政策性森林保险发展的有效途径。

As an important forest risk security mechanism, forest insurance is of great significance in supporting the reform of forest right system and promoting the development of forestry industry. However, forest insurance in Guangxi has lagged behind and does not adapt to the status of forestry industry in Guangxi＇ s economy, meanwhile there has been successful experiments in some provinces for reference. So it is necessary and feasible to accelerate the development of policy oriented forest insurance in Guangxi. The followings are some effective ways of promoting the policy oriented forest insurance in Guangxi： the government should play a leading role and strengthen the supporting force in policy; the insurance companies should improve the product exploration and operation management.
