英国节能工作对我国的启示

Enlightenments of Energy Conservation Works in the United Kingdom to China

2009年2月8日至27日,国家发展和改革委员会环资司及各省市负责节能管理工作的同志组成培训班,赴英国学习考察当地节能管理的实际做法和经验。通过此次学习考察,感觉到英国政府为应对气候变化、减少碳排放而采取的节能管理措施具有前瞻性,也很有特色,对我国节能减排工作具有借鉴意义。本报告以学习考察所了解的相关信息为基础,归纳总结并重点介绍英国提高能效方面的经验做法和主要特点,同时,探讨了对我国节能管理工作的启示。

From February 8 to 27, 2009, the Department of Resource Conservation and Environmental Protection of NDRC and the provincial energy conservation administration authorities went to the UK for having a training course of survey on practices and experience of energy conservation administration. Through the survey, we feel that the British Government has a forward-looking and quite distinctive strategy on energy conservation management measures taken to address climate changing and reduce carbon emissions, which can be used as significance reference to China＇s energy saving and emission reduction. The paper summarizes and highlights the UK＇s experience and main characteristics of improving energy efficiency under the basis of relevant information learned from the survey. Meanwhile, it will attempt to explore experience and enlightenments for China＇s energy conservation administration.
