对农村土地承包经营权流转问题的思考

Thoughts on Circulation of Rural Land Contractual Management Right

解决"三农"问题的关键是解决农村土地问题。搞活农村土地流转,是当前我国农村和农业发展的必然趋势,也是解决"三农"问题的有力措施。我国应当完善有利于农业生产结构调整的农村土地流转制度和农村土地产权制度,加快建立农地流转交易中介服务组织,明晰土地所有权,以有效解决现有农村土地承包经营权流转制度存在的各种流转方式之间内涵外延界定不清、农村土地产权制度不完善,农村土地流转机制不健全、不顺畅及危害问题的发生。

The key to solve three agricultural problems （agriculture, farmer and rural area） is to solve the issue on rural land. Rural land circulation is an inevitable trend of Chinese rural and agricultural development and a powerful measure to solve three agricultural problems. So the government should improve relevant rural land circulation system and property right system to adjust agricultural industrial structure, build service center for rural land transaction, clarify land ownership, and effectively solve the problems occurred in current circulation of rural land contract management, such as blurred definition on the connotation and denotation of circulation ways, imperfect property right system and circulation system on rural land, and some unsmooth and harmful problems.
