Constructing an Overall Moral Education System （OMES） in a higher vocational college is an innovative and imperative educational method that will integrate morals into the college education system in order to cultivate as well as optimize the potential talent within our educational institution. The OMES at a higher vocational college is an independent network system composed of six subsystems which include the following： target system, content system, approach system, main body system, organization system, and assessment system.
