摘要
文章针对高校大学生尤其是英语专业本科生英语语言技能薄弱的问题,从教育质量角度反思多年来对我国英语教学产生深远影响的语言"习得"观和应试教育观,指出英语作为外语教学应坚持以语言技能培养为基础的语言教学观,并就外语教学的几个关键性问题如语言能力培养、语言认知、语言能力检测和评估等进行探讨,强调以语言技能培养为基础的外语教学是从根本上改变我国英语教育"费时低效"状况、提高外语人才培养质量的战略途径。
In view of the paucity of English competence in college students, esp. English majors, this "acquisition" and the view of education for examination which have exerted a far-reaching impact on China's English instruction for years from the perspective of education quality. It is pointed out that the notion of language teaching based on the cultivation of linguistic skills should be adhered to in English instruction while a probe is made into some key issues in foreign language instruction such as the cultivation of linguistic competence, language cognition, the examination and assessment of linguistic competence, etc. Foreign language instruction based on the cultivation of linguistic competence is, as is stressed, the very strategic approach to redressing the inefficient status quo of China's English instruction and to improving the quality of training qualified personnel in foreign languages.
