Social Mobilization for Earthquake Relief and After-Disaster Livelihood Reconstruction

汶川抗震救灾中社会动员形成了党政军系统的命令式动员和面向全体社会成员的参与式动员两种有效的运作方式。巨灾救助中社会动员推进了社会凝聚。在灾后民生重建中仍要以社会动员为动力,重组人们的心灵秩序,提高社区的救助和保障功能,提高民族精神振兴的能量与效果。

Two patterns of social mobilization were formed during Wenchuan earthquake relief. One is command mobilization, which is completed in the departments of the Party, the governments and the Army and in their affiliated organizations by order of the central and local authorities, the other is participatory mobilization, which all social members take part in. Social mobilization for disaster relief has made the country more cohesive. During after-disaster livelihood reconstruction, we should also take social mobilization as a driving force to rebuild people＇s mental order, improve the relief and safeguard functions of communities and re-energize the national spirit.
