摘要推动土地开发中的公共利益得以实现,对开发利益进行公平合理的再分配,是开发规制的核心理念和基本价值取向。随着城市发展环境的复杂化,开发利益的概念也正在变得越来越复杂和多样化,因此,开发规制的手段和途径也必须随之进行调整。通过分析英国开发规制政策及开发许可制度的现状与问题,总结经济社会发展对开发规制政策与制度运行的影响,探讨今后制度的发展趋势及其经验对中国的启示。 As main objective of development regulation, it is a central policy issue to realize public interest and the social equity by redistributing the benefit of urban development. In the current trends, when the structure and influence of urban development is becoming more complex, the system of development regulation also needs to be adjusted. This paper aims to analyze the current conditions of development regulation policies and permit system in the U. K. , discuss the influence of social economic changes, and illustrate the progressive trends of regulative policies and permit system.
