长春城市空间扩张特征、机理与调控

The Characteristic,Mechanism and Regulation of Urban Spatial Expansion of Changchun

城市空间快速膨胀与盲目扩张是当前我国许多大城市普遍面临的问题。20世纪90年代以来,长春城市空间的快速无序扩张趋势日益严重,随之产生许多经济、社会和生态方面的负面效应。城市经济的高速发展、人口增长与空间扩散、开发区建设、机动化与交通设施建设、住宅扩散与郊区房地产开发以及城市规划的宏观导向等因素,在不同程度上影响与加速了长春的城市空间扩张。为遏制其"摊大饼"式的空间扩张及其带来的负面效应,从城市增长模式、空间优化布局、房地产开发控制与引导、快速交通体系建设、耕地与生态系统保护等5个方面提出了调控长春城市空间快速扩张的主要对策。

Urban spatial high-speed and sightless expansion is the common problem faced by many big cities in our country. Since the 1990s, the features of urban spatial high-speed and sightless expansion have emerged and become more and more serious, and have led to many adverse effects on economy, society, ecology. The rapid development of urban economy, population growth and spatial diffusion, construction of development zone, motorization and construction of traffic facilities, residence diffusion and suburban real estate development, as well as urban planning macro-oriented, have led to the urban high-speed expansion of Changchun. To control spatial expansion with circle-spread type and its adverse effects, this paper put forward regulation strategies to control urban highspeed expansion of Changchun from five aspects including the mode of urban growth, optimizing urban spatial layout, controlling and guiding of real estate development, construction of rapid transit system and protection of farmland and ecosystems.
