摘要
黄河水量调度管理决策支持系统的开发建设,为黄河水资源的科学管理、优化调度和有效保护提供全方位的现代化手段和快捷的智能决策支持。在系统的设计和开发过程中,充分体现了软件系统所要求的先进性与实用性、安全性与可靠性、标准化与开放性以及完整性与一致性相结合的原则。主要介绍了系统的建设目标、结构、决策内容、目标和各个模块功能,并详细论述了模型库构建和应用服务平台建设等系统开发的关键技术。系统运行中达到了满意的效果,值得进一步的完善和推广,并对流域的水资源管理和统一水量调度等方面具有较强的指导意义和实用价值。
In order to finish the programming design in high-quality and high-efficiency, the water resources regulation decision support system of the Yellow River is developed based on the theory that the popular decisionmaking support system, the establishment and operation of the system has provided comprehensive modernized means and shortcut intelligent decision making support to the scientific management, optimized configuration and effective protection of the Yellow River' s water resources. Principles of advanced and practicality, safety and reliability, standardization and opening, integrality and consistency are embodied in the course of design and develop. The paper primarily introduces construction object, structure, decision-making contents and object, each module functions of the system, then discusses the model base and application service plafform of the system key technologies in detail. The system has been put into application successfully, and satisfied effects are obtained, therefore it is worthy to be improved and popularized and has the great directive significance and applied value in optimum operation regulation and uniform management of water resources.
