国家集成创新能力评价的指标体系

Evaluating Indicator System on National Integrated Innovation

国家集成创新能力作为我国自主创新能力的一个组成部分,是我国建设创新型国家的重要动力来源。在界定国家集成创新能力概念的基础上,以概念内涵为依据,在国家创新系统框架内,尝试构建国家集成创新能力评价指标体系,作为评价国家集成创新绩效的主要测度因素。该指标体系共设48个指标,按性质分别归入三个维度中,这三个维度体现了国家集成创新投入、产出及两部门之间的关联和互动。该指标体系是对我国自主创新能力评价指标体系研究的进一步细化。

National integrated innovation is part of Chinese innovational capability, and is an important driving force for the construction of an innovative country.On the basis of defining the connotation of national integrated innovation, and in the framework of it, we try to establish indicator system of it, which are the main factors to measure the performance of a country＇s national integrated innovation.The system includes 48 indicators, attributes to three dimensions, which could manifest a country＇s input and output,and their relationship in national integrated innovation. The indicator system is more detailed researches in the evaluation of national integrated innavation capability.
