摘要
文章以《中国-巴基斯坦自贸协定》和《中国-巴基斯坦自由贸易区服务贸易协定》为对象,分别探析了其主要内容及初步成效,尤其是基于双方具体承诺表,采用Hoekman的频率指标对双方服务贸易的总体开放度和部门开放度进行了测算,发现两国在国民待遇上的承诺水平普遍高于市场准入的承诺水平,而且是充分考虑了承诺的互惠性、对等性以及实用性。文章对两国未来双边贸易的开展前景进行展望。
The agreement on trade in services between the government of the People＇s Republic of China and that of the Islamic Republic of Pakistan had just been signed in Wuhan on February 2,2009. The paper probes into the contents and effects of the agreement. It focuses on the openness of each country and each sector by using Hoekman＇s frequency ratio based on each party＇s commitments. It is found that the commitment on national treatment is higher than that on market access for most service sectors. It is concluded that the commitment is reciprocal and practical. And then, it also makes a forecast of the prospect of bilateral trade in the future.
