摘要
用合谋理论对串通投标成因进行分析,指出串通投标形成的决定性因素是串通投标收入和成本。串通投标私下合约依靠一种声誉机制来执行。遏制串通投标的思路是提高串通投标成本。
This paper analyzes the causes of bid-rigging with the conspiracy theory, points out that the decisive factors of bid-rigging are the income and the cost of it.The self-executing of the closet contract of the bid-rigging dependes on a reputation mechanism.The idea of restraining the bid-rigging is to improve the cost of it.
