The Realistic Dilemma and Countermeasures about Rural Social Security System Establishment in Urban-Rural Integration

我国农村社会保障体系的现实困境主要体现在脆弱的农村合作医疗体制、滞后的农村最低生活保障制度、落后的农村救济体制三个方面,只有以科学发展观为理论基础,以社会统筹发展理论为具体的方法论,从健全城乡统筹农村社会保障制度体制、机制诸方面采取对策,才能最终建立城乡一体化的社会保障体系。

The realistic dilemma in our rural social security system is mainly reflected in three aspects, i. e. vulnerable rural cooperative medical system, lagging rural minimum living security system, and backward relief system. This essay points out that only basing on the scientific view of development and taking the social pooling development as the concrete methodology, adopting countermeasure from strengthening rural and urban orchestrates social security system, the urban - rural integration social security system can be established finally.
