摘要
从法学视角来看,畅通民意表达渠道实际上是权力—权利制度制衡。畅通民意表达渠道的根本在于制度建设。通过全方位、系统化的制度建设畅通民意表达渠道,不仅仅便于政府倾听人民群众声音,更应从制度上保障人民群众监督政府依法行政的权利。
From the legal perspective, building smooth channels for expressing public opinions is checking between power and right. The first task is to construct the appropriate system that will enable the government to receive the feedback from the public and will ensure the right of the masses to supervise the legal administration by government at all levels.
