当前,各国政府在网络型公用事业领域普遍采取了民营化的改革措施。网络型公用事业民营化是解决当前我国公用事业存在的种种弊端的有效途径之一。我国网络型公用事业民营化最需要解决的关键问题就是法律监管。把网络型公用事业的民营化与竞争机制的引进结合起来,从理论上分析我国经济转轨时期的网络型公用事业民营化过程中出现的法律问题并提出立法建议,对促进我国网络型公用事业民营化有一定的现实意义。
