20 Years of Trade and Investment Liberalization in APEC:Progresses and Prospects

APEC贸易投资自由化进程历经20年,在关税减让、非关税措施削减、服务和投资市场开放等四个具体领域取得了显著成就。由于受到国际经济形势新变化的影响,APEC贸易投资自由化的整体进程及具体领域均面临新的挑战和问题。在此背景下,总结和分析20年来APEC贸易投资自由化的成就,展望其贸易投资自由化进程的前景,并探讨APEC进程的未来发展方向与方式,对于推进APEC进程具有重要意义。

Through theoretical discussions and analyses on case studies, this article uncovers the trend, the meanings, the motivations of deeper integration, as well as the impact of such phenomenon development of developing countries. This article identifies in the economic three models of current deeper integration practices： North-North, North-South, and South- South, and sees the North-South model as the fastest growing trend in deeper integration initiatives given its lower risks, and greater returns and dynamic. In its section, this article turns to China＇ s growing propensity towards deeper integration in its involvement in regional integration processes. Through the case study of China-New Zealand Free Trade Agreement-a landmark deeper integration agreement which China has signed with a developed economy--this article exhibits how the deeper integration process and negotiation have been effective at balancing the interests of both parties of the agreement.
